Digital inclusion should start with local authorities

With over 600 hits on the Click Guide to Children’s Services webpage, the Guide has now been downloaded in 30 local authorities, 20 children’s charities, by universities, child minders, foster carers, training organisations and advocacy services. But we are being told by child care professionals in local authorities that they are being blocked from downloading the Guide.

I am not sure why some local authorities are stopping staff from accessing the internet. The Click Guide to Children’s Services is a free downloadable resource which, for the first time, brings together the wide range of resources for looked after children. It is a rich source of knowledge and information and demystifies the complexity of children’s services as well as being a signpost for useful online resources.

It appears that MessageLabs (an email filtering service that a lot of organisations are using) have marked our email messages as SPAM. We would advise you to contact your IT department asking them to ‘white list’ www.shirleyayresconsulting.co.uk or add the email address info@shirleyayresconsulting.co.uk to the approved senders list. IT departments should know what to do to make it happen.

The Click Guide originated from a growing awareness that, while many fantastic resources are available to support children in care, information about these resources is often difficult to find and spread across different sources on the internet. The wider audience for the Guide includes foster carers, adoptive parents, social entrepreneurs developing new services, and young people themselves. For the benefit of these users the Guide includes further information about how children’s services work, and the roles of the various national, regional and local bodies.

Promoting the health and wellbeing of London’s Looked After Children – Learning from Emerging Practice and Scoping Review Final Report

young london mattersTwo publications have been launched by the Government office London ~ ‘Promoting the health and wellbeing of London’s Looked After Children – Learning from Emerging Practice and Scoping Review’ documents.

These publications came out of requests (in Spring 2009) for examples of practice from across London that increase positive health outcomes for looked after children, in order to share learning and ideas. The Scoping review provides a snapshot of how London services that promote health and wellbeing of looked after children are currently being developed and delivered.

This is supported by the Emerging Practice guide, which is a collection of examples of practice achieving positive health outcomes for looked after children across London. The case studies have been submitted from London Local Authorities and Primary Care Trusts and focus on practice around:

 Annual Health assessments
 Immunisations and Vaccinations
 Access to Child and Adolescent Mental Health Services
 Sex and Relationship Education
 Emotional Wellbeing

Access to quality information is becoming increasingly important and this is reflected in the success of Directgov which provides access to government services through one website. There is now a government expectation that by 2011, all Local Authorities must provide… “Universal, joined-up information and advice available for all individuals and carers, including those who self-assess and fund, which enables people to access information from all strategic partners.”  Local Authority Circular (DH)(2009)1: Transforming Adult Social Care
If you are just starting to use a computer and want advice in plain English, you have some experience and want to learn more or you are helping people to learn about the Internet it is worth looking at the Digital Unite Learning Zone. Here you can download a range of free Learning Guides covering everything from social networking and blogs through to web tools and security.  Digital Unite has a remit for “helping older people unleash their digital talents” but the Learning Guides provide a useful introduction for anyone of any age who wants to understand more about how to use the internet more effectively. 
The link to the website Get Safe Online is particularly useful with lots of clear and useful advice about things that you can do to avoid becoming a victim of fraud, identity theft and other Internet crimes. It has a quiz, Just how safe are you? that asks you ten questions about online security and directs you to pages with more information if required.

Another useful website with free online learning is Alison ALISON* is the world’s leading free online learning resource for basic and essential workplace skills which includes basic study skills and touch typing skills. All courses on ALISON are accessible free to individual learners.

Information about the new Direct Payment Regulations 2009

To coincide with this change, Cheryl Lewis and Marcia White, on behalf of the Department of Health Personalisation team, have thoroughly overhauled the Direct Payments Solution set. It can now be located in the Personalisation toolkit under the topic heading Direct Payments. Click here

The Direct Payments Solution Set is an online resource aimed at sharing what works through examples and resources produced by people with experience. It will help others promote and provide direct payments, both where personal budgets are available and where they have yet to be introduced.  The Solution Set will be updated regularly.

This doesn’t just mean communicating well – it means having a good story to tell. Our approach, which is underpinned by a commitment to empowerment through knowledge, links the latest marketing and new technology to promote excellence in the social work field.

Social work has many good stories to tell. It is the ultimate paradox that the communication skills so vital to effective social work are not reflected in the marketing and promotion of the care sector as a whole. We need to motivate and engage with politicians, service users, funders, investors, providers, media and other relevant groups to ensure that society values and adequately funds the social work and care services which support the most vulnerable people in the community. The Team 

Shirley Ayres began her social work career with a national children’s charity establishing innovative community based projects for troubled and troublesome young people. She was awarded an international scholarship in the 1980’s and completed post-graduate studies at the Law School Sydney University, Australia.

In the 1990’s Shirley held the position of Chief Officer at GLPQ, a charity and company limited by guarantee responsible for the post qualifying education and training of social workers in London. GLPQ became a nationally recognised and independent voice for the challenges confronting social work practitioners in an increasingly diverse landscape.

In 2005 Shirley established a new knowledge and communications consultancy. Her work draws upon her qualifications and experience in social work, marketing, ethics, criminology, leadership and management. She works with a growing number of associates who provide complementary skills, knowledge and expertise. This enables the consultancy to provide unique perspectives into the development of innovative responses to the challenges facing an increasingly complex and disconnected society. 

Shirley is a respected commentator on issues of communication and diversity in the care sector. She is particularly interested in the challenges of securing the meaningful co-operation of diverse stakeholders including people who use service users and carers. She is currently involved in a number of ventures exploring the potential of the internet and Web 2 technology to enable communities of interest to connect and network more effectively. shirley@shirleyayresconsulting.co.uk

Peter Loizou has lead responsibility for the development and design of a number of Web 2.0 developments including the Be Inspired website. He has specialist knowledge of data collection and analysis in the care sector. James Souttar is a communications consultant with extensive experience of public, private and not-for-profit sectors. These include charities and social enterprises, Sector Skills Councils, Professional Skills for Government, and a number of universities. Marcia White is an experienced journalist who has worked on every major magazine and newspaper covering the sector, including: Guardian Society, Community Care, CareandHealth Magazine, Skills for Care London PQ Bulletin and SCLondon. Cheryl Lewis has substantial experience in the voluntary and public care sector. Her background is in advocacy, focusing on the delivery of high quality person centered services and solutions. Cheryl has a particular focus on strategic perspectives, which will translate into improved performance management.
